Cycling Investment Strategy progress report

Chris Boardman met Robert Goodwill, the minister with responsibility for cycling, on 9th November 2015, to discuss how the Cycling and Walking Investment Strategy (CWIS) will be funded, according to a report on the British Cycling website.

The meeting was in advance of the Comprehensive Spending Review on 25th November 2015, when we may know if there is any funding for the CWIS. According to Chris Boardman in a British Cycling video, he was left 'none the wiser'. He added, 'there's no timescale, there's no financial commitment as yet, and I'm still deeply concerned about the future of cycling as a mode of transport in the UK.' Much of current cycle funding comes from the Local Sustainable Transport Fund, which ends in April.

British Cycling point out that even after the Spending Review, Mr Goodwill can secure funds within his department for cycling, to meet the government's commitments. In their manifesto, the Conservatives promised to make cycling safe, and double the number of journeys by bike by 2025.

The Department for Transport must publish a CWIS, according to the provisions of the Infrastructure Act 2015. It is likely to contain a vision, timeline, infrastructure plan, statement of funds, and a performance specification. The documents will be published over the course of the next six months, with the vision and timeine expected first. The infrastructure plan is to be created by WSP in partnership with Phil Jones Associates.
