The Fan Park on West Park Stray will be right by the start/finish
line.
The organisers expect this to be the main place for people to watch
the World Championship events in Harrogate, so it will be busy.
The Fan Park will have entertainment, big screens showing the races,
stalls, and food and drink.
Where to watch on the UCI 2019 Harrogate circuit: Otley Road
Otley Road (Harlow Hill)
The competitors will be going up Otley Road to Harlow Hill, so slower
here than on downhill sections of the Harrogate circuit, and therefore
offering a better view.
It's possible to combine an Otley Road viewpoint with Harlow Moor
Road, by walking down to the junction of Harlow Moor Road and Harlow
Moor Drive (see below).
Where to watch on the UCI 2019 Harrogate circuit: Pot Bank
Pot Bank, Harrogate
Pot Bank is out of town, so it isn't as convenient as the other
viewpoints mentioned here, for most people at least. The converse of
this is that it might not be as busy as, for example, West Park Stray
It's a steep-ish hill, so will have the advantage of slowing the
riders down.

Tour de Yorkshire 2019 on Harlow Moor Road
At the Tour de Yorkshire in May 2019, I found that the junction of
Harlow Moor Road and Harlow Moor Drive was a good place to watch.
That's where this photo was taken.
This viewing point can be combined with Otley Road, as they are only
a short walk apart - although it may be a lot busier at the World
Championships than it was at the Tour de Yorkshire.
Where to watch on the UCI Harrogate circuit: Royal Pump Rooms
Royal Pump Rooms
I don't know if there will be restrictions on where people can
stand, but in theory at least, the Royal Pump Rooms should offer a
double viewpoint.
You could see competitors coming down Valley Drive to go up Cornwall
Road; and coming along Swan Road to continue on Crescent Road.
