This follows the current fashion, inspired by Mr Sunak, of politicians being too spineless to make the meaningful changes we need on transport.<\/p>\n\n\n\n<hr>\n\n\n\n<p>Sustrans are backing the proposed Greater Cambridge Sustainable Travel Zone (STZ). <\/p>\n\n\n\n<p>The STZ is part of the area&#8217;s <a href=\"https:\/\/hedgehogcycling.co.uk\/wp\/2022\/11\/21\/greater-cambridge-making-connections-2022\/\">Making Connections plan<\/a>, which also includes transforming the bus network and investing in active travel.<\/p>\n\n\n\n<p>Head of Partnerships at Sustrans Midlands and East, Matthew Barber, <a href=\"https:\/\/www.sustrans.org.uk\/our-blog\/opinion\/2023\/august\/the-time-is-now-why-greater-cambridge-s-sustainable-travel-zone-is-needed\/\">recently wrote a blog post in support of the STZ<\/a>. He says that motor vehicles have been prioritised for nearly 70 years, and challenging the status quo is difficult but necessary.<\/p>\n\n\n\n<p>&#8216;Change might be hard but it is desperately needed,&#8217; says Barber.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Consultation Results<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/www.greatercambridge.org.uk\/asset-library\/Sustainable-Transport\/Sustainable-Travel-Programme\/City-Access\/Making-Connections\/Making-Connections-22\/MC22-consultation-report.pdf\">results of a consultation on Making Connections<\/a> were published in June 2023.<\/p>\n\n\n\n<p>The percentages supporting and opposing the main proposals were as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>bus improvements &#8211; 70% in favour and 22% against<\/li>\n\n\n\n<li>investment in active and other sustainable transport &#8211; 75% in favour and 14% against<\/li>\n\n\n\n<li>STZ, a charge of \u00a35\/day for private cars &#8211; 34% in favour and 58% against<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.27.35.png\"><img loading=\"lazy\" decoding=\"async\" width=\"809\" height=\"217\" src=\"https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.27.35.png\" alt=\"Consultation responses to proposed STZ\" class=\"wp-image-4161\" srcset=\"https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.27.35.png 809w, https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.27.35-300x80.png 300w, https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.27.35-768x206.png 768w, https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.27.35-600x161.png 600w\" sizes=\"auto, (max-width: 809px) 100vw, 809px\" \/><\/a><figcaption class=\"wp-element-caption\">Consultation responses to proposed STZ<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">The Case for Cambridge STZ<\/h2>\n\n\n\n<p>Following the publication of the consultation results, <a href=\"https:\/\/www.greatercambridge.org.uk\/asset-library\/Sustainable-Transport\/Sustainable-Travel-Programme\/City-Access\/Making-Connections\/Keep-Cambridge-Moving.pdf\">Greater Cambridge Partnership (GCP) made the case for the STZ<\/a>.<\/p>\n\n\n\n<p>They say Cambridge needs to reduce car travel to meet its carbon reduction targets, but acknowledge the 58% who opposed the STZ. The are proposing to adapt it as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>reduce the number of hours when STZ applies from 12 to 6 (7-10am and 3-6pm)<\/li>\n\n\n\n<li>widen the exemptions<\/li>\n\n\n\n<li>give car users 50 free days a year<\/li>\n<\/ul>\n\n\n\n<p>In the document, GCP set out the damage caused by too much traffic, and the positive aspects of Making Connections.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.40.33.png\"><img loading=\"lazy\" decoding=\"async\" width=\"505\" height=\"651\" src=\"https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.40.33.png\" alt=\"The positive case for Making Connections\" class=\"wp-image-4162\" srcset=\"https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.40.33.png 505w, https:\/\/hedgehogcycling.co.uk\/wp\/wp-content\/uploads\/2023\/09\/Screen-Shot-2023-09-05-at-15.40.33-233x300.png 233w\" sizes=\"auto, (max-width: 505px) 100vw, 505px\" \/><\/a><figcaption class=\"wp-element-caption\">The positive case for Making Connections<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">What Happens Next?<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.camcycle.org.uk\/blog\/2023\/08\/whats-next-for-the-sustainable-travel-zone\/\">Cambridge Cycling Campaign say<\/a> that the revised proposals will be considered by the GCP Joint Assembly on 7th September, and by the GCP Board on 28th September 2023.<\/p>\n\n\n\n<p>If approved, it would go to Cambridgeshire County Council&#8217;s Highways and Transport Committee on 3rd October 2023. The full board of the county council is unlikely to take a final decision before the second half of 2024.<\/p>\n\n\n\n<p>The STZ could be introduced in 2026\/7.<\/p>\n\n\n\n<p>The original proposals would have raised \u00a382.5 million to spend on sustainable travel, but under the revised plan only \u00a331 million would be available. This would be split as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a326 million for buses and<\/li>\n\n\n\n<li>\u00a35 million for active and other sustainable travel<\/li>\n<\/ul>\n\n\n\n<p>The cycle campaign comment:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8216;The revised proposals cut sustainable transport funding by 64% and fail to reduce motor vehicle journeys by 50% as originally estimated; they would have a positive but significantly-reduced impact on delivering safe, attractive and convenient alternatives to driving.&#8217;<\/p>\n<cite>camcycle<\/cite><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Why Cambridge Sustainable Travel Zone is Needed &#8211; Sustrans Update 8th September 2023: at a meeting yesterday, the Greater Cambridge Partnership Joint Assembly effectively abandoned the Sustainable Travel Zone and Making Connections plan.
