Harrogate Cycling Delivery Plan

Cycle signs in Harrogate

Harrogate's Cycling Delivery Plan is open for consultation until Friday 19th June 2015. The published plan consists of a list of proposed schemes (Appendix A), and a map showing them (Appendix B). (The text of the plan itself isn't available for the moment, to prevent other local authorities copying it). 

The Department for Transport (DfT) stated in its Cycling Delivery Plan document (October 2014) that local authorities could express interest in becoming partners with the DfT, and develop their own local Cycling Delivery Plans. Local authorities are expected to set out a vision for cycling and walking, and to appoint a cycling and walking champion. (In Harrogate, this is Councillor Rebecca Burnett).

In November 2014, Harrogate BC's leader Richard Cooper announced the council's intention to work with Harrogate Cycle Forum to express interest in the scheme. 'We have to realise that to make a real difference to congestion by encouraging more cycling and walking, we need help. The change we need to make is beyond the ability of either of the local councils to make in terms of cash and resources. That is why it is important that we take advantage of this initiative.' Partnering with the DfT will allow Harrogate to 'build the legacy' of the Tour de France, Councillor Cooper said.

A set of schemes has been drawn up by Harrogate Cycle Forum for cycling routes to be built or improved, with the goal of receiving technical help and funding from the DfT under the Cycling Delivery Plan. This is the leaflet produced by the Forum, explaining their role and the process.

Harrogate Cycle Action, who are part of the Forum, have a web page which gives an overview of Harrogate's participation in the Cycling Delivery Plan, from plans to express an interest in becoming a partner local authority in November 2014, to March 2015, when the  council approved the Expression of Interest document and the list of schemes. 

The list of proposed schemes is divided into four sections, called major, medium term/high impact, short term/immediate impact, and aspirational schemes.

Major schemes

There are four major schemes, which are routes which will be physically separated from vehicles, described as 'free-flow expressway facilities for cyclists.'

The first is a flagship Knaresborough-Harrogate route along the A59 corridor.

The second is Cardale Park to Harrogate town centre, following Otley Road (B6162), but looking at alternatives on adjacent side streets. The third is Pannal to Harrogate town centre, along the A61, with a possible direct route across the fields from Pannal church, and perhaps in conjunction with 'park and cycle' facilities.

The fourth major scheme is to extend the Nidderdale Greenway to Pateley Bridge. 

Medium term/high impact schemes

These schemes include a Cardale Park to Green Lane link, an improved cycle route to Harrogate High School, extending the Luchon Way route from Coppice Drive to the town centre, and widening the Nidderdale Greenway from 2 to 3m.

Short term/immediate impact schemes

This includes upgrading signing and removing 'Cyclists Dismount' signs - much of this has already been done.

Other important plans are implementing a 20mph zone at all schools, resurfacing Old Bilton Lane (which provides access to the Beryl Burton Way), providing a tarmac surface on the bridleway between Fulwith Mill Lane and Hornbeam Park/Showground Greenway, and creating a traffic-free link between the Stray cycle paths and Claro Road/Nidderdale Greenway.

It is proposed to resurface and adopt the cycle route from Starbeck (the Avenue) to the Nidderdale Greenway near Bilton.

Aspirational schemes

One of these is to improve the route between Harrogate and Spofforth (the start of the Harland Way).
