Construction to Start on Leeds City Links

Construction is to start on the Leeds City Links scheme on 5th January 2026.

It is a transformative walking and cycling project that will cost £12.76 million and is paid for by the City Region Sustainable Transport Settlement (CRSTS).

It involves Great George Street and Merrion Street in the northern part of the city centre, and Kirkgate, Wharf Street and High Court to the south.

The colours on the map represent:

  • light blue – Leeds City Links scheme
  • dark purple – cycle links (existing or under development)
  • orange – future ambition
  • blue – cycle connections (existing or under development)
  • pink – cycle connections (future ambitions)

As well as the cycle infrastructure, according to Leeds City Council on Great George Street and Merrion Street there will be reduced on-street parking, wider pavements, space for outdoor cafés and better pedestrian crossings. There will be new trees and greenery throughout.

On Kirkgate/High Court, there’s to be a new two-way cycle track between Leeds Minster and Shears Yard. One general traffic lane will be closed, ad there will be wider pavements and better pedestrian crossings.

Councillor Jonathan Pryor, Executive Member for Economy, Transport and Sustainable Developement said:

‘Leeds City Links is the next major transformation to Leeds City Centre.

It will create safer, greener and more inclusive spaces that encourage walking and cycling, helping Leeds’ residents move about in sustainable ways whilst reducing the risk of road deaths and serious injuries in line with our Vision Zero 2040 Strategy, alongside supporting the city’s growth ambitions’.
